Allow changing the displayed format of timestmaps

Today when looking at timestamp fields (such as last updated for example) they show the relative time - 3 days ago, 8 hours ago, etc.
If you hover on the relative time, a tooltip with the exact timestamp appears.
It would be very helpful to allow changing the view, for example - when clicking on the relative time, it will switch out all relative time labels to show the exact timestamp (and another click would change it back to the default way)
This also doesn't need to be persistent between sessions

As a user, I want to see dates as they are instead of a relative time range, so I won't need to hover the date first to know the exact date I need.
