Place action in maintenance mode

Sometimes when an action is going through changes, a platform engineer would want to disable an action for maintenance purposes.

It would be great to be able to temporarily disable actions for non-admins.

Hello Matan, I suppose the idea around that is to keep the action shown but have it disabled or greyed.

Because I believe if you unpublish an action, it will disappear on user side.

Thank you Dan, I agree the correct behavior is to support scenarios like:
* Completely hiding it
* Show it disabled
* Show it enabled
As the FR suggests, we don't currently support it
