Re-run capability for Workflow runs

Requesting re-run button/capability for workflow runs.

During development and testing, we have to create a new event every time we want to test a workflow change. Being able to re-run a previous workflow run would significantly speed up the iteration cycle.

The only reason we can't migrate our self-service actions to workflows is that this functionality is currently missing. Most of our forms use server-side validation, and users often encounter failed runs. Therefore, it makes a lot of sense to allow users to rerun an action with most of their previous values pre-filled, so they don't have to enter everything again.
